Car will start for a few seconds and cut off then wont start at all also has code p0174 and putters bad when i try to give it gas

this trouble code means your system is running to lean on bank 2, Basically this means that an oxygen sensor in bank 2 detected a lean condition (too much oxygen in the exhaust). On V6/V8/V10 engines, Bank 2 is generally the side of the engine that doesn't have cylinder #1. You will more than likely not notice any drivability problems, although there may be symptoms such as a lack of power, detonation (spark knock), and/or a hesitation/surge on acceleration

My 1999 grand prix 3800 v-6 stalls when stopped and hesitates around 2000 rpm

tough one, has many things that could be wrong..to give you some idea...Air filter, a loose air hose, gas filter, oxygen sensors, sparkplugs wires or even crossed wires will all play a role in the hesitation that your car is producing, I have 2 grand prix and one of them is hesitating on me right now, I know its the oxygen sensor but I cant fix it now, dont have the money to. I know it wastes more gas but oh well for now! Try testing first.

Problem bad hesitation when cold

You should change all 4 O2 sensors, it will run better :)

Also check your compression. Not enough compression on any one cylinder will cause oil blow-by and cause it to fail emissions. Also, the EGR valve can cause the same symptoms.

Lack of power

There seems to be some kind of fuel (gas) starvation, check the fuel filter, check to the fuel pump could be weak.
Check the spark plugs, the condition of them will give yousome direction to go about it all.
If its whitish =lean means lack of fuel (gas) and by your explanation it should be whitish.
If its a carburator model thn it may need cleaning.
Not bad to check the distributor too.

Hope this helps!

Lack of Power

Take the car to your mechanics to check/change the oxygen sensor. I got the same problem to my 4Runner. You may want to check/change the gas filter as well and put a bottle of fuel additive along with your gas fill-up to boost performance and clean the fuel lines.

Fuel pump is loud and seems like engine is starved for fuel.

If its loud it might simply be a mounting problem. Other posibility is that the fuel filter badly needs replaced causing extra load on the pump and the suggested lack of fuel.
