When it is wet or rainy outside my car runs yukky and putters also shuts off.. usually the check engine light turns on and offf. sometimes my lights also go on and off.

The place to start is with the dist cap, rotor and igniton wires,plugs. These are the things affected most in wet weather. This should help with your other problems also. Lee

My 1997 Ford Explorer XLT has the 4.0L SOHC and it runs great most of the time, but when it is cold or wet outside it runs rough and will stall and shut down sometime.

You need to know what is failing when it runs bd, ...spark or fuel...
Try spraying water (spray bottle) on the spark plug wires while it's running to see if you can get it to act up. Your wires may be bad.

Every time it rains hard my car will turn over but wont start

You need a can of wire dryer and WD40.

I have the same problem on the same car.
I replaced the spark plugs, wires, distributor cap and when it's damp and wet my car would not start. sometimes if i try for 20 minutes it may kick in but doing so after a few rainy days i blew my starter. Now I just spray my wires and cap with the wire dryer and WD40 before it rains. And if it doesn't start and it's wet outside, use the wire dryer. I heard some people used some shroud to cover their cap, but i don't know what they used as it's close to the engine and I didn't want something melting.

The floor gets wet on the driver's side of our 1995 Oldsmobile Cutlass Supreme SL 4door. We have been unable to find any way the water is getting into the car.

First is it entering when your a/c is running or when its rainy. If its in ther when your car a/c system is on,its that the a/c evaporator my be clogged.You will need to have air push into the drain tube. If its when its rainy, have someone sit in the car with everyhting shut tight. Run a water hose over the roof for a minute and look for signs of a leak.

A cause for that would be an oxygen sensor getting wet, the one on the inlet side of the catalytic converter.
