heat element on the heated seat is broken and has to be replaced the blinking light lets you know something is wrong and prevents power going to the element and prevents shorting out of fire.

Heated seat not working

The heater element for the seat is broken or damaged....It will need to be replaced....The blinking light lets you know there is a problem and does not let power flow to the element. This is for safety reasons to prevent short out or even fire.
