Try jiggling it around up, down side to side all over. Your trying to free up the tumblers one could be stuck or key is starting to round and not pushing it up high enough. Or in the case of my 93 saturn sl1 it wasnt the key or lock. It was the pin behind that turns a slot in a electrical box on the otherside of the ignition. I removed the whole unit and now start it with any thing that fits in the little black box(untill i can get a day off where it isnt raining to go to the scrap yard).
Get new key cut at dealer then insert into ign, Use object to tap strait in several times then jiggle key and rock steering wheel at same time.if this does not work will rquire new cylinder and housing.
On my girlfriends sl1 the engine would not turn over at all and I took the starter off and it was fried! I replaced it and it started right away, but I never had a problem with the lights not coming on.
