Question about 1999 Honda Civic
Sounds like the fuel pump has an issue,
seen this before with a stuck check vavle in the pump. the fuel pressure relief valve retains pressure.
once the fuel pump primes the line is over presurizes to line and hydro locks the fuel injectors....
the test i use.
drive car around for 10 miles, ending back at your place to work on it.
shut car off and try to restart. it should fail.
Carefully lossen the test screw on the fuel rail.
allow the fuel pressure to lower.
try to restart. if it starts after releasing the pressure then you know the vavle in the fuel pump is not allowing the pressure to release from the fuel line.
