Ok just to confirm that you have actually found the fuse? Under the bonnet by the wiper, right at the back of the fuse box - blue 15 Amp, nearest windscreen and to the right, it is well hidden.
If that is OK, then I’m amazed that just the pins bent on the lighter body will result in no voltage. I’m assuming that you have used a meter with the ign switch on.
If you have the change the cigar lighter, then you will need to take up the panel. From memory, the ash tray needs to be pulled out first......
