Sounds like the anti-theft. But not 100% on that.

Make sure that your in the fully in parked position...then turn the wheel slightly to remove any pressure form the steering wheel...your wheels might be turned at a slight angle from the way it is parked, putting pressure on the ignition switch assembly.

Try rocking the steering wheel back and forth, if the wheel was turned too sharp when the car was shut off the steering lock is putting too much pressure on the tumbler for the key to turn. If that doesn't work you will have to have the key and tumbler replaced.

Ignition does not respond when turning the key

I looked at info for 4.0L engine.
Make sure battery has a full charge and battery connections all good.
In the first picture, check that 40 amp fuse, under hood fuse box, not only check the fuse, check the fuse circuit for voltage, hot all the time. Use a test light to check for voltage.
The diagram for ignition switch, the top wires are voltage going to ignition switch, the bottom wires are voltage from ignition switch with key in the proper position. You can see the wire colors. Do some testing.

If not the battery (replacement) then check to make sure the transponder is not missing from the remote. Should be a small plastic to slot in the key. If still not working then you may need to reprogram it. It can only work if you have 2 set of keys to put in the ignition:

[1] Take the key that needs programming put it in the ignition and turn to the on position and then press and hold in the alarm reset button..

[2] While still holding in the reset button turn the ignition off and remove the key..

[3] Re-insert the key and turn the Ignition to the ON position.

[4] Release the alarm reset button and then press it in once..

[5] Now with the ignition still switched on take hold of your SPARE key and press the lock button on your spare key..the alarm should "BEEP" once..

[6] Now press the Lock button on the key that has lost its programming..alarm should "BEEP" again..

[7] Switch ignition off.

Try that it should work

My alarm wont turn off. my car wont start. its a 2004 tiburon.

With alarm activated your ignition is disabled.Find the combination to disable it.With GM's you hold opposing buttons on the fob till it beeps twice. The dealer should help for no charge.

Key remote wont work even with new batteries

The remote likely needs to be reprogramed. If you have both remotes you will need to take these to the dealer and have them reprogramed.

Unexplained Beeping

Could be that you have left the key in the ignition? Sounds silly but it does beep when you have turned off the engine and left the key in the ignition. I suppose it's a way to stop you from locking keys in car?
