My 1980 Town Car had the switch located in the trunk, with the lid open (Duh) look for a hole just above the left wheel well, inside there was a small push button switch that would click when pressed, my town car tripped this switch for no apparent reason from time to time.

Their should be a bleed valve on the fuel rail if it has injecters. the tank is held on with two strapes that have bolts on one side.

SOURCE: replaced fuel pump and fuel
Your pump is controlled by the PCM. Recommend you interrogate the relay socket to see if the PCM is trying to turn it on. You could also jump the relay there to see if the truck will start. If you want to jump the relay socket, be careful not to put 12 volts into the PCM. You want to jump the hot terminal to the load terminal, which should have a much lower resistance than the PCM. Please see my tip at http://www.fixya.com/cars/r6022358-relay_check . These are generic instructions. If you get stuck or need specific instructions for your car, please get back to me.
