I am having the exact same problem now. I checked all fuel hoses and they all looked good. I dropped the gas tank and found one of the hoses from one of the 2 mts ems (aka Roll over valves) was not connected. I inspeted the hoses. they looked good. I replaced the two main hoses and the smaller hose after the T fitting. I took it back to the smog shop and it still does not pass the Fuel evap controls funtional part of the test!!!!!!!! I will update if and when I find the solution.

Fail Emmission test

I think you mean the vapor canister for the gas tank.
The canister should be near the radiator in the engine compartment, or near the gas tank under the bed of the truck.

Can I fix teh cracked fuel tank for my jeep yj 95

It is not recommended, the tank should be replaced.
The Jeep undergoes vehicle crash studies for safety to insure passenger safety. If you modify or do patch repair on the gas tank it could cause a fire ,explosion or worse in a impact/collision..
You should be able to find a used gas tank from a salvage vendor and just inspect the tank very well before installing it.

92 wrangler seems like it isnt getting gas

Only careful testing will give you an answer, but check the ballast resistor on the drivers fender near the firewall and master cylinder (ceramic block ) they sometimes can do that. Testing requires using a digital multi-meter and following instructions in any decent manual. I know it's a pain to do but it avoids expensive guessing.

My first thought would be that there is a short in the system dealing with the guage itself.

Sound like a connection (loos of the ground circuit) problem to the in tank fuel pump, I wouls suggest you check all the connections from the fire wall back for any loose or corroded connectors.
