Question about 2003 Honda Civic
There is a Service Bulletin 03-068 on this issue. The lock cylinder needs to be replaced. If the car is under 5 years old, it may not cost you anything, but those of us with '03 cars are out of luck. The TSB has detailed instructions and the cylinder lists for $29 ($36 at my local dealer : ( . The local dealer wants $200 for the labor, 0.8 hrs.

Try some wd-40 in the lock assembly and a little on the key.
