Per parts manual

The back lights for the gauges don't work ? what other lights are working ? what other lights explain ,headlamps , telltale lights do you know what they are ? these are lights that come on when you first turn the key on ! check engine , abs , brake , etc... they go off after a few seconds ! The dimer control maybe bad or it is off !

bulb failure warning relay has failed.behind your front ashtray last relay on the left .round one change it try on ebay.

On most models you have to take the screws out of the ash tray holder and the bulb comes out from the back side.

Remove the ashtray and look for the screws that attach the ashtray bracket to the dash. Remove the ashtray bracket. The light fixture has a metal clip that you can squeeze to release the fixture from the ashtray bracket. (Sometimes it is easier to pry or push the clip gently sideways with a small screwdriver.) Replace the bulb and re-assemble.

Your public library will have a manual covering your mechanical repair. Moreover, they have the automotive shops online software called AllData. It is the best auto technician database available today. You can print out specific troubleshooting procedures, diagrams, step-by-step istructions, and soforth. The typical person cannot afford to pay for this service, just automotive dealerships, etc... that is why the public library made it available to everyone and for free to view and print out material. Remove the metal part of the ashtray, you will see two screws that hold the ashtray plastic part on, underthis is the screws for the lower panel
You can now carefully lift the whole panel away.

trying to do the same on my 01. ready to change the bulb but can't find it anywhere.
anyhow, here's how you do it:

remove the dash by taking out 2 screws behind the ashtray and 2 above the instrument cluster
begin prying off the dash from the ashtray up, when you reach the heater vents stop. next take a flat head screwdriver and pry off the dash from the left side with the door open. work left to right till you reach the heater vents and it'll come right off. you don't necessarily have to unplug any of the electric connectors if you don't want to, but you;ll have to reach around the dash while working. all you need to do now is remove the heater control unit via the 4 screws around it, then unplug the electric harnesses from the back of it. make sure you remember which goes where. the bulbs are the 3 white (or is it 2 white and 1 grey) circles on the back of the control unit. just turn them with a flathead screwdriver and turn it over and give it a little bump to get 'em to fall out (or grab 'em with a needle nose pliers if necessary). anyhow, that's how it's done, question is, where do ya find the bulbs?

No No. Just a burnt light bulb. You can replace it very easily. The knob on the controls can be pulled of. Use a rag or cloth to protect the knob then pull it out with pliers. Inside the little hole use a small piece of hose that fits over it and the bulb straight out. Just reconize the position of the bulb when you pull it out to align the new on correctly. Using the same pice of hose reinstall it. Then turn on the lights. The bulb will heat up the hose making it expand a little and using a little thin screwdriver or pin hold the bulb in place through the tube and pull off the tube. Then with your finger just make sure the bulb hasn't moved. Reinstall the knob in the same postion (only goes one way) and try the knob and the lights. Everything should work great. The bulb from VW is less than 10$, and is an easy do it yourself. You DO NOT have to remove the heater console to do this.

first remove the ashtray. there will be 2 screws where the ashtray used to be. remove those. then you just have to pry the panel off it will feel like it will break but then you hear a pop a couple of them. and then you replace the lights
