to me this sounds more like a wheel speed sensor than anything to do with the actual brakes itself, my brother had a similar problem with his 03 F150. i replaced the wheel speed sensors and the problem seemed to disapate.
the fuse panel for the Lincoln Navigator 2003 is on the Passenger side,
at your right foot. It's a rectangular panel in the right corner that
pops off to reveal the fuse panel.
