MY 1991 740 Volvo Regina 4dr non turbo, has had the fuel pump and relay changed and the fuse #11 power wire is dead. Is there a fusible link and if so, can you tell me where it is located? Fuse #1 works...

Fusible links are either by the battery or down by the starter. But if everything else is working, this is not the problem You have a bad connection(pull the fuse and reinsert it or a broken wire). Most wires break close the the plugs.

Where is the fuel pump really?

Most fuel injected cars have them in the fuel tank. An old Volvo 740 Turbo I used to have had two, one in the tank and another outside. Carbureted cars can have them in lots of different places but they're usually attached to the motor since they're usually mechanically driven. Just follow the line coming off the carburetor's fuel bowl. Small carbureted motors are either vacuum actuated fuel pumps (like on a lawn tractor) or gravity fed (like a string trimmer) which doesn't use a pump at all.

Car wont start engine will crank

One of those relays supply power to the injectors. They fail, as well as the fuel pump relay, rpm sensor, and the main pump. Have you checked the trouble codes in the engine or ignition computers?

Fuel Delvery

you really need to test fuel pressure/did you replace filter under car/you should also replace fuel regulator on top frt of eng./but most likely the fuel pump has moved on the mounting bracket and allowing fuel to leak back into the tank (low pressure)

THOSE VEHICLES HAVE A SECONDARY FUEL PUMP THAT FEEDS FUEL TO MAIN PUMP UNDER VEHICLE. THE SECONDARY PUMP IS INSIDE THE FUEL TANK. IT IS POSSIBLE THAT THE 2NDARY PUMP IS STARTING TO SEIZE ON YOU. CAUSING POOR FUEL PRESURE AND MAKING VEHICLE TO LOOSE POWER
