Actually it may still be the bulbs since they use dual filament remove the bulb and look at the filaments see if any of them look bad them tap the bulb with your finger nail see it any of the filaments vibrate if they do replace the bulb

on chrysler products the third brake light is run independant of the body control module, try checking the fuses that run the brake lights and see if any are faulty if not check you have voltage at the switch and a signal getting to the lights.

3rd brake light won't work. Replace bulb...nothing

The contacts for the third brake light are two silver discs, about the size of a dime. They are located on the inside of the tailgate, hinge side. Make sure your carpet or any other loose item has not covered one or both contacts. Make sure they are fairly clean and make good contact.

MY HAZARD LIGHTS AND BRAKE LIGHTS ARE NOT WORKING

I had the same problem with my 99 jeep. Turns out the turn signals, hazard lights and brake lights are part of the turn signal switch. I replaced mine and everything worked great.
