The horn is located on drivers side in between the finder and head light. jack the car up and look from under the car. Also the horn might be stuck at the streeing wheel try pushing it a few times this might free it up. Don't pull the fuse unless you know what else it runs.

NO. Your Horn is the #16 Fuse and your cruise control is your #17. Unless Both of those fuses are broken. it would be your steering well and in that case follow the advice of oda. Could also be something "Lodged" in the steering well too, weird huh? i thought so. but ya, the horn and cruise control are two seperate fuses. for the Ford Crown Victoria models of these models.. (And also the Mercury Grand Marquis too)
