The headlights flash due to high current draw. It allows you to get of road at night w/o having lights go out. Is it one headlamp doing this? Are both low beam bulb and high beam bulb on at the same time? If yes, it will melt housing. Otherwise look for short circuit. This assumes you did not put aftermarket high current bulbs in your headlamps.

Do you have glass sealed beam headlamps or plastic aero headlamps with removeable bulbs?

Is it the connector on the headlamp that gets hot?

Before you do anything else, check the ground strap from teh engine to the body. If broken, loose or corroded, excessive current draw can occur.

For example, a loose ground strap between the engine and body dash panel may cause an intermittent operation of the lamps and gauges. Inspect and tighten, if necessary, the ground strap attaching screws at the back of the engine and the body dash panel. If a No. 10 screw is required, Use Part No. 42367-S36 hex washer head tapping screw.
NOTE: Any screws or bolts used for attaching the engine-to-body ground strap must have an "S36" finish (zinc plate plus dichromate dip).

have you removed the egr and checked for plugged in the egr port or damage to the egr itself... i think it's more of a flow issue associated with the position of the egr and not the solenoid itself... koeo/koer tests are a pain even with a break out box... good luck as this year (early 90's) of Ford's are the worst for diagnosing computer/running issues

Need to replace the warming plug in a 94 f350 turbo deisel but dont know how

first of all the glow plugs are located under the valve covers. be sure to disconect both neg bat wires before starting. remove valve covers , the gaskets are reusable but take care not to damage the wires. the glow plugs will have a single wire plugged into the top. remove wire from plug and with an ohm meter set to sound put one lead to the wire connecter on the plug and the other to the head. if you have good contact that plug is ok. reconnect wire and go to the next. when you find one with no connection its bad. after all a glow plug is basicaly a direct short that causes heat. i believe it takes a 10mm deep socket to remove. make sure that you use anti sieze compound on the threads. good luck
