I assume you have tried changing at least one bulb with a new one
If you have and it did not light up possible causes:

1991 Camry won't shift out of P, brake lights out

that fact that the brake light's don't work is why it won't shift out of park, there is a sensior on the brake pedal, it could be faulty or the fuse the owners manual should tell u where the fuse box is, or if u don't have it call a deller and thay can tell u!

Have you looked under the hood? There are more fuses under the hood. Is your dimmer turned down on your dash lights?

Where is the fuse box for a toyota camry 1991

The fuse box is located on the drivers side up inside where the brake panel is. You have to get right down on the ground to look inside and up to find it.

No break lights in 1991 toyota camry

Look above your brake pedal and you will see your brake switch up along your brake pedal arm. It will either be between the brake arm and the firewall so when you brake it pushes the switch in. Or it will be between the dash and the brake arm so when you brake it pulls the switch out. Most likely this switch needs to be replaced

check to see if someone may have put in a aftermarket alarm..someone must of really screwed that up. Take off the panel under the steering column and also check the kickpanel for any wires that may indicate someone tried installing something aftermarket. Not necessarily alarm. Could of been extra lighting or any arrangement of electronics.
