Question about 1995 Buick Regal
First you need to trace the entire ignition wiring. from the battery to the starter. Remember if you can jump the starter then its in the wiring before the starter. check your sylinoid, check the ground connection to the block, make sure to remove the ground for the block clean all surfaces with wire brush and sand paper. Don't forget it could still be in the stearing column. check all your connections and 2ndary connections. get your multimeter out and start checking anything.
