Advise Trans or engine problem ?

This is more than likely in your transmission, if your engine revved to 4000rpm and your speed did not increase. Is this a manual or automatic transmission. If the vehicle is newer, within the last 10 years, you could probably have the controller for the transmission plugged in and get the codes for the problem.

Stalls out/loss of power w/ small backfire on acceleration right at 4000rpm.

Whens the last time you changed the fuel filter. It gets clogged up and causes your exact symptoms. You have the pressure, just not the flow.

Losing power going up hills

sounds pretty normal. what speed do you try out the passing gear? anything above 35-45 mph and it will feel like neutral. Passing gear is actually only 1st gear. When you press down the pedal, it forces the transmisson to shift into low gear.

No power in a pull when you are traveling you loose power and it kicks down but looses speed and power when it kicks into passing gear it goes to 4000 rpm no farther and then it looses speed and rpms even...

It could be a number of different things. It could be leak gasket, bad throttle positions sensor, weak fuel pump or just simple as a leaky vacuum line or plugged fuel filter. I would check compression in each cylinder first to rule out gasket leak

If your old engine ran real bad with oil passing through your exhaust more than likely the catalytic converter is bad
