I actually had that problem i was lucky enough to solve it by reving the engine but more than likeley it is the throttle stuck up at high rpms

Vacuum leak or fast idle sensor inside throttle body. Also check to make sure throttle cable and cruise control cable is not out of place on the cable roller/pulley on top of intake manifold.

How to check my voltage regulator in 1989 Honda Civic

put a multimeter across the battery terminals and start the car
at idle it should read 12 volts and when at 2000 rpms it should read 14.5 to 14.8 volts at higher rpms it should still read those volts
if it goes higher then it is suspect
make sure the multimeter is set on dc volts setting

What was it doing before? was the idle fluctuating before you cleaned the iac. If so then you probably need to replace the sensor. what did you use to clean the sensor? Some IAC's are sensitive and cannot be cleaned without damaging them.

Hi i just got a 95 civic and up until 3 or 3 days ago it was fine , now it cuts off numerous times while idling even about 10 secs after i start it.

My wife and a problem like this about 3 months ago sounds like it may be a bad O2 sensor does it cut out when accelerating also?

1997 Honda Civic did not pass smog due to O2 sensor heater fault failure, sensor 1, bank 1. If I replace the sensor, how do I get the check engine light reset?

the best way to reset it is with a scan tool.
disconnecting the battery for one minute will also remove the code.BUT
if your smog test uses an OBD scan as part of the process, then there will be a problem, because the monitors will not have been set,as they are reset if the battery is disconnected..
most tests allow only one monitor missing, and not the catalyst .
A drive cycle will have to be done to set the monitors.
Typically cold start coolant temp less than 50F,idle for 2 minutes no air condition, accelerate at half throttle to 50mph then drive 3 minutes with a/c on at 50mph steady.decelerate to 10mph without using brakes..Accelerate to 60mph and drive for 5 minutes at steady speed without a/c
deccelerate without braking and drive for 1 minute at 40mph.
stop the car ,use braking.
Shut off the car and add 4 gallons of gas.do not shut off the car for more than 5 minutes.
drive in 3rd gear or overdrive off with rpm 3000 for 1 minute.
decelerate to 10mph.without braking
accelerate to 40 mph in 4th gear.,or overdrive on
decelerate without braking to 10mph.
test complete.
this will set the o2 sensor heater ,o2 sensor, catalyst, evap purge.and the other monitors.

Assuming the idle speed is correctly set. Check for worn out or broken engine and tranny mounts. replace as nessesary. Check for any stored diagnostic trouble codes stored (count the blinking red light on the computer under the passenger carpet.) Check ignition timing, and also cam timing, the t-belt could be a tooth off causing the lack of acell or it could be an internal failure in the transmission. Check the throttle valve cable at the transmision for proper operation and adjustment. There's a few ideas to get you started. Lmk how it goes.

did they check radiator cap? Or your reservoir? My car did same thing, they flushed air out of cooling system, and replaced thermostat.
