Question about 1999 Honda Accord
It sounds to me if its happening when your A/C is on than it may be your A/C clutch that is freezing up. Basically you need to get your A/C compressor *the Pump* on the car checked out and serviced it may help if you don't run your A/C on all the time. Try to isolate the problem and see if a complete tune up takes care of those start up issues it may be as simple as a dirty fuel filter. good luck
