Is it bowing cold air? Or is it hot air? The ac compressor will come on if the mode is set for defrost,It is the way it is set up to keep the seals in the ac system in good condition,but it should not come on with heat to the floor or vents.I would think the selector switch would be shorting out.

It's called mixing. It minimizes condensation and helps control humidity. It also keeps a cold windshield from heat shock and vice verse, preventing cracking. when in defrost cycle.
