The blower motor resister is bad.It is located near the blower motor, usaly mounted with two screws and pulls straight out.It has about 7 wires going to it.The cold air could be a lot of different things ,from a temp door actuator not working,or a ac compressor not coming on,or low freon in the system.Need more info for that diagnoses.

Check the blower motor resistor pack is not faulty.
The resistor pack (for speed control) is usually located in the blower fan ducting in the air flow .

The fan will only run at max speed and is not variable

IF you are refering to the blower fan in the cabin the other 2 resistors that control the fan speed have burnt out . They come as a set of three on a board that is located in the fan housing and you will have to replace them

Does your interior fan come on when you turn on the heat? If it doesn't, then look in the fuse panel for the comfort control fuse. If it is okay, then it will either be the fan motor or the comfort control switch.

It sounds like you blend door is broken. It is about an 8 hour job to tear the dash apart and replace the actuators that control blending of hot and cold air under your dash.

Intermittent cold air on a 2001 Grand Am GT (3400 engine)

When you say tinker with the A/C. what did he do??? Just want to make sure he did not hot wire anything to activate the compressor at the max position. If the system is low on compressor oil the compressor will not active to keep it from getting damage or low on R143A. Most place now will recharge the A/C system for $50.00 since they know that you can by a recharge kit for around the same price, but you need make sure you don't over charge the system or damage will occur. If you not familiar with the recharge procedure, have it recharged by a shop and if it's full then the problem may be a  pressure switch and that takes around 5 min to replace and i am sure the shop will let you know before they try to recharge the system by hooking up the gauges to read the pressure in the system. Good luck and keep me posted, be glad to help you get some cold air again.

Hot air comes out of defrost vent at top dash and cold air out of

Hey, what setting is your A/C on Max AC? AC? Cycling air in vehicle or taking it from outside

The car icon on the right in this image is what I'm referring to when I say cycling air in vehicle.

Also, do you ever have cold air blowing? on any setting or any speed? if not, find your A/C fan, it is smaller the the engine cooling fan, sometimes there are 2 fans together. The AC fan should be located at the front of the vehicle and is usually electrically powered.

Also try to find your compressor, looks something like this:

is it running? is one pipe hot and one cold? (the pipes I am referring to are inlet and outlet pipes of the A/C compressor unit.)

Hope this helps, keep me posted

Temperature Control not working on 1999 Ford Explorer

Sounds like your temperature actuator is not moving or your temp door is broken. On max a-c ,coolant is shut off to your heater core allowing only cold air in.

Heater only blows hot (well, warm) on full speed of fan

Replace the temp control on this car, it should be electrical control not cables.
