Question about 1996 Chevrolet Monte Carlo
Use a test light. Ground it to your door jam, and without removing the fuse, and with the ignition "on", touch each side of your fuses on the metal part that shows through on either side of the amp # of the fuse. You should have power to both sides of every fuse. If there is only power on one side, that's the burnt one.

SOURCE: 2001 dodge neon tail lights inop
looking at your schematics and , you say tail lights don't work , you didn't mention if front parking lights and license plate lights are working , they all come from the same source , a black /yellow wire , a good clue if front work and rear don't , please advise .if fronts work then you have a open circuit somewhere between junction S118 (near breakout for left headlamp) and rear sockets.

you need to replace the flasher relay... it's under the dash board either mounted in the fuse panel (larger then a regular relay) .... or it's just hanging under the dash by inself.

There is 2 different flashers. One flasher for the turn signals and one flasher for the hazards. If you turn on the turn signals and the turn indicator on the dash lights up but doesn't blink, then most likely it is the turn signal flasher that is bad. Good luck.
