Is that a problem? I believe that is the top speed until the ecm cuts fuel to the engine. mainly because of the speed rating of the tires.

the filter is in the filter box next to the battery eather unscrew the screws if it has them or pop the clips it will open replace the filter

Sticky deceleration.

get a can of carberator cleaner, and a bottle of white lithium grease, the spray kind,

spray the throttle springs really good with the cleaner, let it dry, and spray the lithium grease on it, and work the throttle back and forth, this should solve your problem.
