My honda had a similar problem, it would not start at all. I checked everything, starter,battery, and even replacing relays, nothing worked. I ended up replacing the ignition switch. this is about a 50.00 part. You will need to remove some of the dash on the driver's side, 4-5 screws on the steering column to expose the switch. there are 2 screws that are visible and one that is hard to reach on the back side, however can be taken out with a small wrench (6 MM I believe). there are two wire harnesses that will need to be removed in order to get to that last screw. then re assemble as you have taken apart. When re assembling the plastic on the steering column, be careful to make sure that you align correctly or you will get a clicking noise every time you turn the wheel. total time period to do this is about 4 hours.
