My honda had a similar problem, it would not start at all. I checked everything, starter,battery, and even replacing relays, nothing worked. I ended up replacing the ignition switch. this is about a 50.00 part. You will need to remove some of the dash on the driver's side, 4-5 screws on the steering column to expose the switch. there are 2 screws that are visible and one that is hard to reach on the back side, however can be taken out with a small wrench (6 MM I believe). there are two wire harnesses that will need to be removed in order to get to that last screw. then re assemble as you have taken apart. When re assembling the plastic on the steering column, be careful to make sure that you align correctly or you will get a clicking noise every time you turn the wheel. total time period to do this is about 4 hours. When you turn the ignition off it also turns off the fuel pump and the fuel pressure regulator, so yes you should lose fuel pressure until you turn the ignition back on. What is the main problem?

my problem was the ignition switch, went to oreileys got one for 59.00 put it in and no more problems. there was a recall on some accord models check to see if yours was one of them, if not you can replace switch in an hjour or so

Ignition control module! It is located inside the distributor. I have a 1991 honda accord and honda had a recall on the control module. get your vin # nand call your local honda dealership and see if '99 had a recall too they will replace it free, if not mine cost $60

I had the same problem on my 1999 Honda Accord 4 cyl. It was the ignition switch. I received a letter from Honda regarding a recall on the ignition switch and had it replaced. 3 years after replacement it would turn off again & this time I purchased part from eBaby & replaced it myself. It hasn’t stalled since.

Key is stuck in ignition and wont release. 1999 Honda Accord. Key stuck in accessory mode.

If your car is auto, there should be a cable going from the shifter to the ignition to stop you being able to remove the key unless the car is in park. If the cable has become dislodged or broken your key won't come out. I would remove the shrouds around the column and have a look at the back of the ignition while moving the ahifter in and out of park. If your car is manual , I would suspect a bent key or a contaminated lock ( not common in a car this age ) Try Graphite powder, ( messy but effective ) it should be avaliable from your hardware store. My 1999 Honda Accord will loose all power and then a couple seconds later shut off. We loose all fuel pressure and after waiting several minutes, it will start back up and run.
