It turned out to be the stop light switch. i was mistaken when i thought the tailights were on it was the brake lights that were stuck on. the metal casing in which the switch is housed got expanded for some reason and it caused the switch itself to become loose and not to work. i replaced the switch. and then fixed the old one by carefully crimping the metal casing back to it's original shape and pushing the switch back into place.

Back lights burnt out

The ashtray light should come on automatically on a Hyundai Accent when you open it. If it is not coming on you could have a blown bulb with any auto parts store carries for around $1-5.-------------------------------------------------------------------------------------------

Is it normal for a 2005 hyundai accent cooling fan to turn on, on ignition?

On a cold engine, this sounds not normal. Does it eventually shut off? If it stays on, you have a bad thermostat or relay or switch.

With the ignition off, the rear tail lights won't turn off

hiya if the rear lights are remaining on ? with no ignition it will be the brake lights staying on this is easily remendied/ checked by trypulling the brake pedal up by hand and see if lights go off ? if so then you will need to adjust the b/light switch which is positioned adjacent to pedal and can be screwed inwards towards the pedal untill the plunger on switch is pushed into the switch which puts lights off ensure pedal is fully up then adjust switch reconnect the wire/plug and press pedal slightly to ensure b/lights operate ok and then go off with pedal released ? on hyundai the brakelights do not req ignition on to operate hence more likely problem is as above good luck
