I just changed the spark plugs and wires on my '97 Kia Sephia 1.8L and when I turn the ignition on the horn goes into a panic. I made sure not to mix up the wires. Any advice?

First, unplug the horn relay and replace it. It is sticking and only powers up whrn the ignition is turned on.
Second, look for a loose wire or set of wires under the hood that you had to "stretch" when you changed the plugs.
Do you have a fob (remote)? If not, you may have an override button inthe fuse box. Look for a reset button (press all of them) in the fuse compartment.

this is a first change the plugs and now the horn wont stop---- dont call a mechanic call a exorcist

This may not be coincidental. You may have a faulty horn switch behind the steering wheel.

Three times in the last month my van will start just fine but no radio or air or heat or interior lights will come. If I turn the key back a partial turn it will all come on but when I restart the van it is all gone again. Later in the day, everything will work fine. The other problem is when I run it to the dealer, they say they can't do anything because they don't see anything wrong with it.
What is the fuel pressure from fuel pump suppose to be on 1992 GMC Sonoma 6 cylinder 5 speed?
