Check the circuit opening relay, located behind glove box or kick panel on right.
Look for signs of corrosion, this fuse only powers the fuel pump and the engine ecu

you may have a short of some kind, when a fuse blows repeatedly it is no good just replacing, you are being told that something is wrong with the equipment.
You will almost certainly have to visit a technician for a diagnosis. It is unlikely to be something that an inexperienced end user can sort out I am afraid.

GOOD LUCK

Where is the fuel pump fuse and relay located in a 1996 Toyota celica?

7.5 amp ignition fuse, 15 amp EFI fuse-check these- probably under the hood in the fuse/relay block. There is no such fuel pump fuse, the circuit is protected by the above fuses. And the relay is called a Circuit Opening Relay-this is the relay that sends power to the pump when energized.

1994 toyota sr5 pickup not starting due to no fuel. How to check fuel system including pump?

Look in the fuse box under the hood. Look to see if the 15 amp EFI fuse is blown. If so, you may have a short circuit at the fuel pump wiring under the bed/on top of the tank. If it is not blown, you may have an open circuit on the same wire; this is a very common issue to the 94 trucks.

1990 toyota pickup 3.0 v6,engine will not start, keep blowing efi fuse

You need to look for a short in the engine harness, anywhere that the harness rubs on engine componets etc. In the past 30 years of car work this is where the problem most often occurs.
