By Doing this >>"i touched the negative and positive on the battery" You Most likely Burned the "FUSABLE LINK" for the Main Acc Power, Check the Fuse LINK on the Firewall, Chances are it is BLOWN.
Replace this Link and you will have Power to Nessesary Components to START The Vehicle.

2000 buick LeSabre wont start, sometimes, but has power

These cars have 2 wires going to the Positive battery terminal, alot of times corrosion will build up between the two and cause a no start condition. Remove the negative terminal first, then the positive, separate the two wires, and clean them with a wire brush. Then reconnect the positive first then the negative, and that should cure your problem. If not, let me know.

I have a 1990 Chevy Caprice. I just put a new starter on it and now the whole car wont start. the lights wont come on or anything. I charged the battery but nothing happened.

I would make absolutely sure that I did not hook the battery up backwards, not uncommon.
And in addition to the high current thick cable from the positive terminal to the starter there
is the small connector to the relay on top. Easy to forget that also.

If you hooked the battery up backwards you now need another car as the wiring harness is cooked.

With battery ground disconnected and positive connected if i take a voltage tester and touch from battery ground to chassis ground i get 12.52 volts, just what the battery tests,+ to -.

Are you sure you were touching the negative post and not the positive post. If you checked the positive post and the other wire to body chassis then you should get the reading you say here. Negative to negative is negative and you should have had no reading at all. Please do this test again being absolutly posative your touching the negative post. There will be a - sign on the battery under that post. Get back to me after the double check, Raz

Why won't my 89 Caprice start the battery is charged? The dash gauge dips when key turned but no clicking. Could it be cables or solenoid? Where is the starter and how to repair if need.

if lights dim while cranking it probably is the starter. It is bolted to the motor near the transmission on the passenger side. Just follow the positive battery cable down until u see it. U can then ground a test light and touch the metal part of the small wire and see if it lights up when sumone cranks on it. also u could jumper the positve wire to the small wire (touching the bolts together.) And not touching any part any other metal. this may spark when u touch them and should make a starting noise. u can always hit the body of the starter with a hammer while sumone cranking and it might start one more time!
