At higher speeds [65+mph] or going up steep hills, 2000 Ford Explorer downshifts 2 gears [causing 3500+rpm]. Any ideas what the issue is?
The vacuum modulator on the side of the transmission has a leak (rubber diaphragm inside has ruputred. ($15 AutoZone).
Or other major vacuum leak (hose to the modulator may had come off or brittle, or clogged, or broken.
The downshifting is now being done by the "mechanical backup" to the vacuum system

Don't think there is a vacuum modulator - can't find it & autozone.com states this part doesn't exist for 2000 ford explorer...
