If there is not an access panel inside the vehicle above the fuel pump, you will have to remove the fuel tank in order to access the fuel pump.

The fuel filter is on the passenger side under the door near the front wheel well. It is behind a curved shield and a flat plate covering the fuel filter that is marked "fuel filter replace".
There is an aluminum plate held on with 3 13mm bolts. Remove it. Behind it there is a black plastic shield, held on with 2 10mm nuts. Remove that and you will see the fuel filter, and the bracket that holds it on.

WELL THIS CAN BE QUITE A JOB. FIRST OF ALL DISCONNECT BATTERY. YOU CAN EITHER REMOVE FRONT DRIVELINE AND DIFFERENTIAL WITH HALFSHAFT,STEERING RACK AND COOLER IN FRONT OF RACK AND DISCONNECT BATTERY CABLE BRACKETS OFF FRONT OF ENGINE,DRAIN OIL AND MOVESTARTER OUT OF WAY AS WELL AS LOOSEN EXHAUST FROM BINDING UP. RAISE ENGINE UP OFF ENGINE MOUNTS. LOOSEN PAN DOWN AND REMOVE PUMP AND LET IF FALL IN PAN,WATCH OUT FOR PUMPSHAFT FALLING DOWN. REVERSE OPERATION AND MAKE SURE YOU PUMP IS LINED BACK UP WITH THE DRIVE OR NO OILPRESSURE. IT WILL BE TIGHT GUARANTEED. I THINK I AM MISSING A FEW THINGS HMM. THIS IS THE BASICS,NOT A CAKE JOB,ESPECIALLY ON THE GROUND.

Try a new relay first. This may not be good news if that does not work. If you can find the EEC (computer) and unplug it, then replace the fuse-if it blows you have another cheaper part on the circuit thats bad.
If the fuse does not blow, then the EEC must be shorted.
If you have to replace the EEC you may find a kindly dealer with a cash-for-clunker sitting there to violate. Salvage yards have them, Ebay sells them. I have seen them at swap meets for $20. They are a high price part even rebuilt at Dealers or autoparts stores.
