Are both rear bulbs on a 98 chevy silverado supposed to be brake lights

if the bulb has only one point of connection then the wattage on the bulb denotes if it is a brake or tail light
either bulb will work but a stop light bulb ( 25 watts ) will be too bright for tail lights while a tail light bulb (5 watts) will be too dull for a stop light
if the bulb has 2 points of connection ( duel filament) then the pins are off set so that when the bulb is installed each filament pont line up with the correct circuit

98 chevy silverado:

There is a short in the electrical circuit that is protected by the fuse. If this fuse protects the tail lamps then there is s short in the wireing from the fuse to the tail lamps, the insulation on the wires could be could be broken and shorting againt the bodywork.
If you cannot find the fault, the quickest solution is to rewire the faulty circuit and bypass the faulty wiring.
If you cannot DIY then you need an auto electrican to find the fault and fix the problem.

What could be the reason for tail lights not working on a 93 silvarado

There are only 2 reasons for ANY light circuit to not function properly.

1. burned out light bulbs
2. Open or shorted electrical circuits to the light bulbs

The MOST COMMON cause of an open circuit in Chevrolet trucks is faulty circuit boards or the tail lamp harness/socket assemblies. These circuit boards and harness/socket are available at most parts suppliers. (see pictures below)

98 Chevy Tahoe, drivers side rear tail light assembly wont work, brake / turn signal. Replaced entire assembly, it worked for about 3 days then stopped working again. I need to get this fixed before I get...

I've got the same problem on 98 GMC Sierra.

I'm an electrical engineer, I checked the electrical diagrams and verified that there is no problem in the rear lamp assembly or wiring. With the light assembly unplugged, I can actually watch the blinker and brake signals operate with a voltmeter. The Tail light works OK.

It simply won't provide enough current to light the bulbs.

I'm afraid that it's melted one of a pair of normally closed contacts inside the blinker switch that feed the brake and turn separately on each side.

if you check the wires with a test light at the tail light assembly plug in ,i think you'll find you do have power but the electrical circuit that holds the bulbs, is defective

the plate light you need to check the socket for power with test light
