Assuming you have a 2.2 engine, the head has to be removed to replace the lifters.

1@earthlink.netI have a problem with the timing belt tensioner in my 1998 sunfire. It keeps going bad on me. This will be the third time I will need to get this fixed. Why does the same problem keep coming...

Probably not the tensioner. Its the installer who is installing it incorrectly or other issues have gone unnoticed, such as bad water pump, pulleys out of alignment. (cam, water pump, oil pump, crankshaft) all bearing components should be replaced at the same time belt is. The idler and belt tensioner bearings. Napa has complete kit with correct installation instruction.
good luck

I may have a bad starter. Is there a way to bypass?

If it is a bad starter, there is no way to bypass it since this is the only part that cranks the engine from a standstill. Bad starters may just have bad terminals, or connectors or if the motor has gone bad you may need to replace it.

TPS gone BAD...Got a new one...what to do!?

The best recommendation I can offer is to get the Haynes repair manual for your vehicle. There isn't enough space here to outline all the steps and procedures. The manual will have detailed instructions and a listing of any special tools you may need.

F250 Heater mode selector control will not work. Stuck in the defroster mode.

The actuator vent unit may have gone bad, you can try reseting it by removing the fuse to the HAVC system under the hood and in the side of the dash. Place the fuse back in after 2 min and hope it will reset the actuator to have it work properly again.
Most likely the plastic gears in the actuators have gone bad and the unit will need to be replaced.
Thank you for using fixya and Auto Zone will have the part you need and the step by step instructions to get the job done with common tools.

My truck is making a whinning noise when you crank it up. It then gets louder as you give it gas.

You could have a Serpentine belt going bad or the tension pulley has gone bad. The noise can also indicate a bad alternator bearing and your going to have to replace the alternator soon. The alternator will still keep working and producing 13 to 14.5 volts, but the bearing may be bad and will fail soon causing your alternator to total fail then. Good luck and hope it's a simple serpentine belt or tension pulley that needs to be replaced other then a alternator. If it's the Alternator that has gone bad, Auto Zone will have the replacement part and can give you the step by step instructions to getting the job done with common tools.

Hvac control

It sounds like the blower resistor has gone bad and also check your fuse and relay to the blower. When the resistor go's bad it's a direct feed to the 12 volt junction box under the hood and if the blower stop working the fuse or the relay has gone bad. At worst the resistor and blower motor needs to be replaced. You can buy both at Auto Zone and they will have the step by step instruction to get the job done with common tools. Good luck and keep me posted, be glad to answer any questions you may have friend.

1998 ford taurus blower won't work. Heat won't go on or the a.c. How can this be fixed or what is the cause of the problem?

Check the fuse box under the hood and look for the a/c heater blower fuse, check to see if it's gone bad and needs to be replaced. The other thing to is check if the blower fan works on high setting only, if it does, then the blower motor resistor has gone bad and needs to be replaced. Once you have gone through all the electrical fuse and relay, then good chance that the blower motor needs to be replaced. If you go to Auto Zone they will have the blower motor and resistor if you want to replace that too and they will have the step by step instructions for you to get the job done with common tools. Good luck and keep me posted, be glad to answer more questions you may have.

Valve lifetrs are loose on a 1989 dodge pick up

They get old and loose their ability to stay pumped up, get pumped up. I would replace all the lifters/tappets at the same time.
