Also, consider seriously about replacing the water pump. I have a friend with this exact car, and they had the same problem - the water pump was literally "gone" - when it was pulled and shown to me, I was amazed at the condition - this was the factory water pump and if you can picture what fan blades look like, imagine the fan without the complete blades - they were completely corroded and the pump was seized up - make sure you drive as little as possibe, as this friend had driven on it with the pump in that condition for months, which in turn caused a blown head gasket as well as several other mechanical problems.
I think you may have a problem with the rack and pinion unit. They use to call it "morning sickness". I can't remember the exact cause, but it has to do with the internal parts of the rack and pinion. It wouldn't have anything to do with an electrical problem.
PATS system is preventing the engine from starting. try using another key if u have one ..If not try moving the tilt wheel up and down ....pats system is hard figure out with out the factory scan tool.... hope this helps
there should be some bolts upside down on the top of the instrument panel under the top of the dash. that may do it or removal of some of the trim around the panel will have to come out. then move the steering wheel to its lowest position (tilt). and some of the trim bezels will come out easier. and then the instument panel comes apart on the back side and the tiny bulbs can be replaced
