Gads, this is not a good condition. expecially teh locking up engine comment. Engines with fluid in the cylinder cannot compress the 8 to 1 (or so) and when it does, something has to give, normally you crack rings.

When the vehicle does start, do you get any smoke? Any management system protests?

do not live with this issue, short engine life wil result.

Once engine gets warm car refuses to start

with all engines, (otto cycle)
any engine Gasoline
1: compression drops hot. (valve lash is tops here)
2: lost spark. (did you check all 4 cyl for lost spark?) now is the time. (ill assume you can google,or youtube that , endless examples... and more every day.)
3: bad fueling. (complex but)
the tests is same 1920 to now, it's called LOOK at the spark tips.
are they dry, or wet.?
if dry do a test fuel run. (buy test fuel and use it)
if wet , (1st tune up in 19years.??????)
if wet diagnose flooding. (ask) complex answer.

the other possible is lost 12v power to the EFI system.
even an intermittent fuse. check power on all EFI fuses. at failure point, in fact all tests above are , yes, at the failure point.
not a perfect running car.

1997 bmw 328i car runs fine during the day...left over night...and the plugs seem to get flooded need to pull the fuel pump fuse to dry them out then it starts right up and will be fine ...until the next...

I,m not a BMW guy but it sounds like it could be a couple different things, a stuck open fuel injecter, or fuel pump problem, or even a fuel pressure regulator. I had a 97 tahoe and the pressure regulator was defective it caused my engine to hydro lock, which is the same as vapor lock but a fluid cuases the engine to lock , caused by fuel or antifreeze in my case it was fuel.

Tried starting but did not start. Changed the battery and after several tries finally started. Now it is running rough backfire or sputtering

The computer should reset itself after 100miles so that all of the systems recalibrate themselves to work properly after the battery is disconnected. If the engine was flooded it will start rough and may day when close to idle until it has completely burned off all of the flooded fuel. If there was any other fluid that reached into the engine ie.. water starter fluid which you SHOULD NOT use on a rotary engine and if you feel you must pease only use a very small amount one or two sprays, the car will run rough until whatever it is burns out. By 200miles you should be running smooth again.Iif there are any warning lights remaining on you will need to troubleshoot those and go from there.

My 1995 Suzuki Swift floods at startup untill the engine warms up

Check for vacuum leaks. WIth the engine running, wiggle all hoses around and listen for a hissing sound. Look for a cracked broken or loose hose.

Truck turns over trys to start then wont

The amount of fuel delivered to a properly functioning injected car is determined by sensors mounted throughout the vehicles air intake system. These sensors work together along with the ecu to control the fuel / air mix delivered to the cylinders.
We would need to isolate the components that have impact on the duration of time the injectors stay open. In troubleshooting it is often best to work backwards.
1. Injectors - Are they leaking
2. Pressure regulator - is the pressure at the fuel rail the right pressure?? (40psi for most fuel injected cars)
3. TPS- throttle position sensor- is this reading accurately...there are several different styles of these
4. Air flow meter - these also come in several varieties varys from mass air sensor / simple vane meters.
5. during startup there is a seperate circuit called the throttle bypass valve - this also may not be functioning if the flooding is occuring rapidly during startup. If the car starts and runs for a while than floods. this is probably not the culprit.
6. ultimately the ECU could have a problem as it is the link in the chain that ties everything together....though not likely.
Any of these these would have the potential to flood a vehicle if they were not functioning properly.

Engine Floods after brief start and run when cold -then shut off

Local mechanic determined engine was flooded and started it by holding throttle to the floor and cranking 5-7 seconds - then the engine sputtered to life. It has run perfectly before and since and I'm at a bit of loss to understand why this occurred this one time - so far. It's been driven now 5 days with no problems.

2007 0-3 Florida flood damage

Dan-
I am here in Melbourne FL with you. I own and operate Strictly Saab and would be able to take a look at your 9-3 and any concerns you may have with flooding. From the flood, I ended up with foure vehicles which had their complete interiors removed and cleaned, some with mechanical issues, and some with strange electrical issues. Feel free to contact me at 321.432.2034. Have a nice week.
