I have a 1988 Cherokee that won't shut off unless I pull distrubter plug what could it be?

Sounds like it may be your ignition switch itself, it is making contact to let you start the jeep, but not making a disconnect when you turn it off.

unless you have or knows who would have done that it will be just rust around the wheel studs and the axle centre section

you are saying it is getting spark, and fuel, right? If it is getting spark, and fuel in to the throttle body, check compression-make sure the Mass Air Flow sensor is plugged in, and double check your spark-you say you replaced all those ignition items, but do not say that you have spark.

Where dose the ground lead to from the gas pump on a 1988 jeep comanche

Ground is achieved through the taillight harness which is grounded to the bed. If you unplug the rear harness the truck will not start unless the black ground wire is attached to the chassis.
