You have a transmission control malfunction of some sort. From the passenger floorboard, look under the center of the dash above where the carpet stops. On the bottom of the yellow air conditioning boxes do you see moisture, particularly green coolant? Most times I have run into this the O-rings for the heater core have started leaking, and the fluid drips down onto the power switching relay for the transmission computer. Failing that you would need to connect a scantool to the vehicle to see what codes are present, causing the N/D lights to come on.

Go and have the battery tested. The first post is correct but a low battery voltage (caused when cold) will definately contribute to problems with the transmission and if you miss even a few shifts with the F4A51 transmission, you will break the wave spring.

Better to use an OBDI code checker - if I remember correctly, GM stopped using the jumper method on quite a few cars that year.

1994 cutlass ciera s stops running after 20 minutes of driving.

The jumper goes into A & B, usually the top right two terminals. But check, in those years, GM was transitioning over to OBD-II, and they had some hybrid connectors that didn't match OBD-1 connectors. Leave it to GM for oddballing.
