Have your starter checked, the solenoid may have gone bad.

Remove the fuel pump relay and replace it with another relay from a nonessential slot (i.e. wiper relay). Just make sure they are the same first. This will determine if the relay is the issue.

Check spark. If fuel pressure is approx. 60 it should be doing ok. I believe the low end for vortech motors is around 55 psi.

My 1995 chevy blazer has set set since 2007 it has a 4.3L v6 vortech motor in it, the it has set for so long is because it had black smoke come out of the exhaust pipe?

yes, add some premium gas to the tank and some fuel injection cleaner and let it run. It should clear up. But the old gas in the tank needs to be diluted with fesh high octane gas. Adding a bottle of rubbing alcohol can help too.

1994 s10 4 by 4 blazer ,eng/ 4.3 v6 with tpi / auto ////// car does run , battery went dead , replaced with a new battery. tried to start the car , it had been sitting for 3 weeks,,....

I'm assuming it won't start now with the new battery..
they do sometimes flood, but not usually unless there's a regulator problem, etc..
but try starting fluid into intake 1st.
If it starts and runs, then proceed..
You'll have to start by checking if the fuel pump is running with key to ON 1st and foremost.
the power to pump.
If so, then check for fuel pressure
then power to spark/coil, etc..
then spark
then other..
even Temp sensor switch...(check wiring diagram in Haynes repair manual)
too much to check from there on if no start still

I'm not an expert, just tryin to help from much experience with Chevys

I have a 1998 Chevy Blazer 4.3 Vortech that will not start.

You may want to check your fuel regulator and check your injectors. Had the same issue with a 96 and replaced the whole CSFI spider assembly with a MFI spider assembly and problem was solved.
