Question about 2007 Buick LaCrosse CXL Sedan
My 2008 Buick LaCrosse seems to have the same issue. When the wipers are set to any intermittent speed there will be a blip as if they try to sweep but can't. When the time comes for the very next sweep, they go twice. They won't do this at the dealer but they do it constantly when we are out in the rain. We tested when washing the car and they do exhibit the problem behavior any time the windshield is wet, even if it's sunny out and we just wet it with the hose. My Buick dealer won't try replacing things until he hears back from the GM Tech Support people. GM says they have never seen this before and have to research the problem. This may take weeks or months to resolve.
Replace the "pulse board". It sounds like it has a short. Most parts houses have them at a reasonable price.
