Chances are your cam sprocket is off one tooth, bring the engine to Top dead center #1 cylinder firing stroke lining up the flywheel timing pointer notch to the timing marked zero. remove the timing belt cover to check that the timing marks line up if not remove tensioner and reset the sprocket so it lines up then reinstall tensioner recheck.

Saturn never did a recall on them, but a little Googling will find you a wealth of knowledge about the problems that the 2.2L engines had with timing chains...more correctly, timing chain tensioners. It appears that the engine did/does not supply sufficient oil to the tensioner and approximately every 60-80K miles, it will fail and allow the timing chain to jump time. This can be catastrophic if it occurs at speed since the engine had aluminum heads and is an interference type engine. I recommend that if you have one that has failed, repair it and dump it, or just dump it. If you want to keep it, plan on servicing the timing chain every 50000 miles to avoid needing head replacement. My daughter had a 1999 Cavalier with the 2.2L engine. The first time the tensioner failed, it happened as she turned the car off and no head damage occurred. Replacement of the timing chain/gears/tensioner fixed it and then 60000 miles later, on the Interstate, it happened again. This time it took the head with it. Lesson learned.
Purge oil from the timing chain tensioner using the following procedure:
Remove the tensioner from the tensioner housing.
Place the check ball end of the tensioner into the shallow end of the Tensioner Resetting Special tool 8186.
Using hand pressure, slowly depress the tensioner until oil is purged from the cylinder.
Reinstall the tensioner into the tensioner housing.
Reset the timing chain tensioner using the following procedure:
Position the cylinder plunger into the deeper side of the Tensioner Resetting special tool 8186.
Apply a downward force until the tensioner is reset.
Ensure that the tensioner is properly reset. The tensioner body must be bottomed against the top edge of the Tensioner Resetting Special tool 8186. Failure to properly perform the resetting procedure may cause tensioner jamming.
Install the chain tensioner into the right cylinder head.
At the right cylinder head, insert a 3 / 8 in. square drive extension with a breaker bar into the intake camshaft drive hub. Rotate the camshaft until the camshaft hub aligns with the camshaft sprocket and damper attaching holes. Install the sprocket attaching bolts and torque to 21 ft. lbs. (28 Nm).
Turn the left camshaft by inserting a 3 / 8 in. square drive extension with a breaker bar into the intake camshaft drive hub. Rotate the camshaft until the camshaft hub aligns with the camshaft sprocket and damper attaching holes. Install the sprocket attaching bolts and torque to 21 ft. lbs. (28 Nm).
If necessary, rotate the engine slightly clockwise to remove any slack in the timing chain.
To arm the timing chain tensioner: Use a flat-bladed prytool to gently pry the tensioner arm towards the tensioner slightly. Then, release the tensioner arm. Verify the tensioner extends.
Replacement of the timing belts is a critical maintenance item on most all VW's. Usually start watching the performance begining at about 70,000 miles. Dealer cost for the service is typically in the $600-750 range. Other parts should also be replaced once the timing belt is exposed. A timing belt failure can result in severe damafge to the engine, and can kill most engines when it occurs. Engine replacement is an expensive repair.
no adjustment neccesary. There is a timing chain tensioner, which you will simply push back in to its body. once you do that, there should be a small hple somewhere on the body of the tensioner. That' sthere so you can piut a paper clip into it to keep the tensioner from coming out. Once you lock that in place you can remove the tensioner and than the timing chain.Once you get it all back together, just pull back on the pin and the tensioner will come out and put tension on the chain. good luck.
