You either have a short some were or a vacum leak you need to, have your truck hooked up to a diagnostic machine to find out what is causing your problem.

03 toyota 4 runner vsc trac and trac off light are on, what´s the problem with?

VSC stands for vehicle stability control and trac is traction control they are incorporated into the ABS system all receive signals from the wheel sensors you must use a digital ohms meter to find the one reading different and replace it in some cases you might find bad connections at the plugs.in any case your brakes will work fine you just wont have ABS braking or traction control

The abs/vsc/trac and check engine lights stay on. could this be a problem associated with emission control?

Its possible.

Whenever the check engine light comes on the VSC and Traction control will disable because they need the engine at 100% in order to function correctly. Since the ABS light is on I would have to wonder if it isn't an abs problem. Since the VSC and Traction control use the ABS sensors/system to function.

Or there is a problem with both the engine and the ABS.

The only way to know for sure is to have the PCM scanned and the ABS module to see what is goind on.

Looks like you have a bad wheel speed sensor. I would pull the rear wheels off, and the brake drums. Look for grease leaking inside the drums, at the center. If so, your rear axle seals are bad...common issue.

Ensure your parking Brake is full disengaged if its full disengaged
You have a problem with the ABS system. Could be many possibilities such as wheel speed sensors or their wiring, or a problem with the ABS motorpack or Brake controller module. This is not a Zen problem of equillibrium in the brake pads. This is a functional or electrical problem in the ABS which also is the Traction Control. You need to get to a repair facility to fix this. It will probably cost you but it will be cheaper than guessing.
