Question about 1994 Cadillac DeVille
After replacing the transaxle, the Transaxle Input Speed Sensor is damaged or it had been mounted incorrectly. The problem can also be a Vacuum problem.
Testing vacuum it is easy. this is tested using a pressure gauge in vacuum lines, and pulling OBD codes.
Service codes may also confirm that there is a problem with speed sensor.
Being the speed gauge affected , the problem is almost for sure speed sensor.
On a Deville Transaxle Input Speed Sensor is located inside the on the transaxle.
The sensor can be accessed removing the transmission side cover.
Fixing the sensor may be quite a complicate job.
If you have replaced transaxle at a garage have it fixed by the mechanic, as the original repair had not been done the way it should be.
