Number 11 is a 25 amp (natural) Headlamp delay module and also controls the horn.
Number 15 is a 15 amp (Lt. Blue) this controls the instrument panel lamps, headlamp switch, parking lamps and radio/clock memory.
number 17 is a 7.5 Amp (Violet) controls instrument cluster gauges, headlamp delay module, chime module, overhead console. I hope this helps because there are several different configurations for the jeep. So if this doesn't make sense then let me know and I will send you a different one.

Hi Larry, you can find all information about your Cherokee in here: Jeep XJ Cherokee 1995 - Repair Manual

About the headlights fuses, the light system have several fuses located in the Power Distribution Center and Fuse Block, for more details, I suggest review the Section-8WL-Wiring-Diagrams (page 149 and next). In the page 140, you can find the Diagrams Index and the Components and location about this.

Hope help you with this. Good luck.

If you have checked the fuses, you may need a shop manual to have the wiring diagrams necessary to troubleshoot the circuits.
It looks like power comes from a 25amp fuse in the box.

We assuming that you are talking about Fuse Block Compartment (inside the car) and the Fuse 8 15AMP work for Fused Battery-Memory Circuits

Additional details could fin in the Jeep-ZJ-Secc-8W-Wiring-Diagrams; keep in mind that you have a nice SUV, I have the same but '93 Grand Cherokee Limited 5.2L V8.

Do not randomly backlight controller on top - perhaps it is for anyone behind, and turned off the light.

Pretty sure there's a nut around the front where the shaft goes in, you may need to remove bottom panel to get your hand behind, then push small button on switch to disengage the shaft.

96 Jeep Cherokee headlights go on and off after being on a while.

It sounds like the relay switch is weak or going bad. It gets power and then stays closed giving 12V to the lights. Try replacing the relay.
