If the power steering is not working it could be one of two problems. The belt for the power steering pump is broken or the pump itself is bad.

Hi, it's hard to turn the wheel because the power steering only works when the engine is running.
your non start issue could be several things? So start by checking the basics like petrol,plugs,fuses etc....
also did the car stop when you were driving or after over night?.

What kind of power steering fluid goes into chrysler grand voyager


Use ATF Plus (Type 7176) for your particular transmission, NOT Dexron, Mercon, or generic automatic transmission fluid, Chrysler transmissions do not like any other kind and tend to fail quite quickly with the wrong fluid).

check the pump output but its either the rack or the bearings on the top of the front suspension

Power steering wheel feels heavy and sluggish


First, check your tire pressure as that may be a sign of under-inflated front tires (but check them all) and if that's all good, check to make sure the power steering reservoir is full of its fluid.

that van does not have a gear box it has a Rack and Pinion gear that run off of Power steering fluid.
