Just put a bulb or buzzer in place of the fuse. it will go out or stop buzzing when you remove hte short. Check the connections to the back glass first

My #20 fuse in the engine compartment is blowing, which is a 15 amp fuse

You look up the circuit that blows the fuse in your owners manual

You then need wiring diagrams to figure out why a fuse blows &
solve the problem, you don't replace the fuse, only to have it keep
blowing

I have a 99 windstar fuel pump was replaced but it keeps blowing the 15amp fuse under the hood, it wants to start but fuse keeps blowing. any ideas?

If it is blowing the fuel pump fuse, then when replacing the fuel pump one of the wires are pinched. Check the wiring. Even if the fuel pump is bound up or something then it still would not blow the fuse. More than likely the hot wire to the pump is pinched and grounding out.

Your going to need help.
Replacing the three fuses, won't correct anything, they will just blow again.
Find a shop, that sort of favors doing electrical work

The lights of my 1999 ford windstar minivan work perfectly fine but everything else doesn't. the engine wont turn on whatsoever.

it may be your solenoid which is connected to your starter. You should also check the wires going out of your starter. They could also be frayed.

1999 ford windstar speedometer not working keeps blowing fuse to speedometer. Thanks!

Check the wire harnesses on top of the transmission for any signs of open plastic casing. You may of had a mouse or some other critter chew their way through some wire insulation which is causing a short to ground,,,, or a short to power. If any are found, spice wires back together ( same colour wires ) and try speedo again.

Fuse keeps blowing out. Odometer and speedometer don't work and cold ac quits. I've replaced the fuse many times and it keeps blowing out. Unhooked the ac compressor wiring and tried again, blown again....

I had the same problem with my 2000 Windstar. It ended up being a brake fluid leak around a sensor on the master cylinder. The sensor is a known issue and has been redesigned. The brake fluid dripped onto some elctrical connections causing fuses to blow. The sensor turns off the cruise control when the brakes are pressed. On some vehicles it was known to cause fires and Ford had to provide a recall. At the time my Windstar was not covered in the recall but it may be now.
