Well code 208 is for a problem with the fuel injector for cylinder number 8.
But a 2000 Mercury Cougar does not have an 8 cylinder engine.

2000 mercury cougar will not start

If it is getting spark I will assume the timing belt is working.
You say the fuel pump is good, so what is the fuel pressure at the rail ?
Are the spark plugs wet or dry ? Can you get it to try to start by using starting fluid ?
You may have to get someone to check the computer for trouble codes which requires a scanner or code reader.

1999 Mercury Cougar will not start

I tried to help a while ago,but it said something I typed wasn't English or some other such nonsense. The port is near the injectors on the fuel rail.
But check the fuel pump inertia switch if it might need reset. It is in the trunk or in the front passenger kick board. don-ohio

I have a 2000 cougar that wont start when it sits for more than one hour,

Hmmmmmm....this one might have to go to FORD to be fixed.Have you replaced the fuel filter?
That's probably not what's wrong, but if it's been a while,it won't hurt to change the fuel filter anyway.
Keep any source of spark away(trouble light, electric cord, etc.)when you take the hose off.Of course relieve the pressure at the fuel rail relief valve before attempting.

Have you ran an Oil pressure test? low oil pressure (20lb)or no oil pressure(0lb)and the lifters will not open the valves enough to let fuel in to the cylinder to start your engine!
