Question about 1996 Cadillac DeVille
There is a short somewhere between the fuse and the fuel pump. The problem could be a short in the fuel pump itself. The only thing you can do that I can think of or what we would do is drop the fuel tank down low enough to unplug the wire to the fuel pump then see if it blows the fuse when you turn your key on. If it doesn't blow the fuse then the problem is probably in the fuel pump.
