ANYTIME THERE IS A PROBLEM RELATED TO A SEAT BELT THE ASSEMBLY HAS TO BE REPLACED. THERE ARE NO SERVICEABLE COMPONENTS IN THIS ASSEMBLY.

I have a 98 Toyota Camry and the left rear seat belt isn't retracting, it just hangs out full. Do I need to replace the entire belt or can it be fixed? If it needs to be replaced, how can I do it myself....

The belt will need to be replaced. never try to fix a seatbelt due to safety reasons. you can get complete belt from a salvage yard. just remove the bolt that secures it to the vehicle.
Be sure to tighten the new one down so it is good and tight.

2002 Toyota Solara Convertible seat belts not retracting

The front seatblet retractor springs have weakened. Unfortunatly, there are no "user serviceable parts" on them. They would have to be replaced. How many miles is on it? If you have low mileage, the Toyota Customer Experience Center may provide you some assistance, as the belt replacements are quite expensive. I'd call the CEC and explain your dilemma.
