Question about 1996 Oldsmobile Achieva
I have a 96 and it starts and dies after a fue sec. when the ipc lights up it starts and runs fine its not the fuel pump or the passlock or the pcm i have found that the ips gets a short in the cercit bord where it plugs into the car as far as i know there is nothing you can do about it other the buy a new ipc it took hours an hours of truble shooting to find this but to save others time and money on parts that wont fix it i would start there

I just got thru with this problem on my daughters 96. It's either the ignition switch, or the I.P.C.(instrument panel cluster). If you turn the key to on and let it sit for 10-15 min. then turn the key off, then turn to start it should start right up. The key switch forgets it's code somtimes and this resets it. This will continue to happen from time to time so you do need to have this fixed by getting a new ing. switch or (and sometimes also) a new I.P.C. with the security system bypassed.

Check fuel pump and wiring (even if you have to take the pump out of the fuel tank).
